OPEN RECORDS SUMMARY :
Rochester PD looking for someone in connection to a robbery traffic-stopped the vehicle of Joshua Clayton Hippler. Police allege that he got out of the vehicle with an ax and “charged at” police. They shot and killed him.
Bodycam is enclosed below. In it, Hippler shouts in an exasperated voice “I didn’t do nothing!” and continues walking toward police. An ax cannot be visualized before the killing as he is walking at night and it is not clear how the officer saw an ax from a distance in the darkness when Hippler walked toward him. The officer fired 6 shots into Hippler, killing him.
