OPEN RECORDS SUMMARY :

On 07/23/2022, shortly before 2:00 p.m., Lamar Police Department officers responded to the Lamar Apartments in the 700 block of Mullen Street after reports of multiple people being shot. Officers found Roy Bock, 50, and Loretta Rhoades, 58, dead at the scene from gunshot wounds. An 18-year-old woman, Keisha Graeff, had also been shot and was transported to a Denver-area hospital in critical condition. Investigators later identified 24-year-old Jourden White as the shooter. White and the victims were all inside the apartment when the shooting occurred and were known to one another, although investigators never publicly explained the nature of their relationship or a motive for the attack. Graeff later died from her injuries on 07/29/2022.
After the shooting, White left the apartment complex in a vehicle. Lamar police issued a BOLO, and a Granada Police Department officer spotted the vehicle a short time later. A pursuit followed through eastern Prowers County involving the Granada Police Department, Prowers County Sheriff's Office, Colorado State Patrol, Colorado Parks and Wildlife, and, after the pursuit crossed toward the Kansas border, the Hamilton County Sheriff's Office from Kansas. Officers deployed stop sticks in an attempt to disable the vehicle, but White continued driving before eventually stopping in a field near Holly, Colorado.
After stopping, White exited the vehicle carrying a handgun and fatally shot himself. The Colorado Bureau of Investigation stated that no law enforcement officers fired any shots during the incident. The Lamar Police Department and CBI conducted the homicide investigation, while the pursuit concluded without police using deadly force. I found no later criminal proceedings, civil litigation, or additional investigative findings beyond the public identification of the victims and confirmation that Keisha Graeff later died from her injuries.
