On 07/24/2022, shortly after midnight, Portland Police Bureau officers responded to the area of Southeast 148th Avenue and Southeast Clinton Street after multiple callers reported a man and woman physically fighting. Officers located 19-year-old Johnathan A. Worth and attempted to arrest him. During the struggle, Worth resisted being taken into custody and several officers wrestled with him on the ground. According to investigators, Worth produced a handgun during the struggle and fired one shot. No officers or bystanders were struck. Officer Mina Cavalli-Singer then fired six rounds, striking Worth. Officers immediately rendered emergency medical aid, but Worth was pronounced dead at the scene.
The Portland Police Bureau identified Officer Mina Cavalli-Singer, a nearly five-year veteran of the bureau, as the officer who fired the fatal shots. The incident was investigated by the East County Major Crimes Team and reviewed by the Multnomah County District Attorney's Office. On 12/12/2022, a Multnomah County grand jury returned a not true bill, concluding that Officer Cavalli-Singer's use of deadly force was not criminal under Oregon law. The District Attorney later obtained a court order releasing the grand jury transcripts, which were made public in April 2023.
The Portland Police Bureau also conducted an internal administrative review through its Police Review Board. I found no publicly reported wrongful death lawsuit filed by Worth's family and no indication that Officer Cavalli-Singer was disciplined in connection with the shooting. The officer's identity, the grand jury's decision, and the investigative records remain publicly available through the Portland Police Bureau and Multnomah County District Attorney.
