LAPD and the Newton Division Gang Enforcement detail where on patrol when they saw Rodolfo Torres, who appeared in intoxicated. Police said he had a bulge in his clothing, which looked like a gun and pursued him on foot until he dropped a gun. Nine officers shot and killed him. LAPD determined that the sergeant did not act within policy when he initiated the shooting.
