OPEN RECORDS SUMMARY :
On 08/31/2022, Omaha Police Department Officer Jennifer Turner shot and killed 39-year-old Jacob M. Jamrozy at his apartment at 10037 R Street while Turner and Officer Jason Martinez accompanied a Douglas County process server serving an immediate-removal domestic abuse protection order. Later-released body-camera images and a detailed police timeline show that only about two seconds elapsed between Jamrozy opening his apartment door and Turner shooting him. A Douglas County grand jury subsequently declined to bring charges.
The protection order had been obtained that same day by Jamrozy's former girlfriend, Alyssa Pesek, who also lived at the apartment. The order required Jamrozy to leave the residence. The process server requested police assistance because authorities had been told that Jamrozy kept hunting shotguns inside.
Turner and Martinez arrived at Fairway Apartments shortly before 3 p.m. and met with the process server outside. Turner approached Apartment 1 with the process server immediately behind her while Martinez accompanied them. Both officers were wearing body cameras.
The subsequent police timeline provides an unusually precise account of the encounter. At 2:59:28 p.m., Turner knocked seven times on Jamrozy's door. At exactly 3:00:00 p.m., Jamrozy opened it holding a Remington 11-87 12-gauge semiautomatic shotgun. Police later reported that the shotgun contained four shells in the magazine and one in the chamber.
Turner immediately drew her handgun and repeatedly ordered Jamrozy to drop the shotgun. According to Omaha police and their review of the body-camera recordings, Jamrozy raised or leveled the shotgun toward Turner while she was giving those commands. At 3:00:02 p.m. — approximately two seconds after Jamrozy opened the door — Turner fired one round into his chest.
Turner and Martinez moved to cover outside the doorway while the process server left the building. The officers then entered the apartment. Martinez cleared the residence while Turner called for medical assistance and checked Jamrozy for a pulse. Omaha Fire Department medics arrived and pronounced him dead. Jamrozy had been alone inside the apartment.
Police recovered the shotgun near the apartment doorway. Their investigation concluded that the statements Turner and Martinez gave investigators were consistent with the physical evidence and their body-camera recordings. Omaha Police Chief Todd Schmaderer publicly announced shortly after the shooting that he considered Turner's gunfire consistent with department policy.
The department released still images from the officers' body cameras rather than relying solely on its initial narrative. Those images showed Jamrozy standing in the doorway holding the shotgun and documented the extremely compressed timeline between the door opening and Turner firing.
Jamrozy's former girlfriend and his family publicly expressed grief over his death. Pesek described the shooting as an extremely unfortunate event and said she was devastated. His father, Dan Jamrozy, described his son as a dedicated outdoorsman who loved being in nature. Photographs supplied by the family showed him fishing and spending time outdoors.
Consistent with Nebraska law governing deaths involving law enforcement, the case was subsequently presented to a Douglas County grand jury. The grand jury returned no indictment in Jamrozy's death. By the time that decision was announced, Turner and Martinez had already been returned to regular police duties after Omaha police cleared them internally.

OFFICER BACKGROUND:
Jennifer Turner was the officer who fired the single shot that killed Jamrozy. She had approximately seven years with the Omaha Police Department at the time. OPD's review concluded that her actions complied with department policy, and the subsequent Douglas County grand jury returned no indictment. Turner returned to regular duty.
Jason Martinez had approximately 20 years with Omaha police when Jamrozy was killed. Martinez accompanied Turner and the process server to the apartment but did not fire his weapon.
