OPEN RECORDS SUMMARY :

On 08/27/2022, Sacramento Police Department Officer Sean McDade shot and killed 43-year-old Brandy L. Simpson in an alley between Del Paso Boulevard and Rio Linda Boulevard after police approached her in connection with an alleged assault. Sacramento's police-records disclosure page identifies Simpson as a Black woman and identifies Sean McDade and William Boughton as the officers involved in the encounter.
.
The encounter began shortly before 7:30 p.m. when a woman approached a Sacramento patrol officer in the 2500 block of Del Paso Boulevard and reported that another woman had assaulted her. The woman provided a description, and multiple officers began searching the surrounding area. Police subsequently located Simpson because they believed she matched that description.
.
Simpson moved away from police on foot for several minutes while an officer followed her in a patrol vehicle. When another officer arrived in the alley near Del Paso and Rio Linda boulevards, police ordered Simpson to stop.
.
According to Sacramento police, Simpson then approached McDade and stabbed him in the upper arm with a knife. McDade subsequently told investigators that Simpson was close to him when she stabbed him, that he immediately felt pain and saw blood, and that he pushed her to the ground.
.
McDade's later statement to investigators provides substantially more detail about the critical moments preceding the shooting than the initial police announcement. McDade said that after he pushed Simpson down, she began getting back up. He said he feared that she could attack him again or attack Boughton, and he then opened fire from less than 10 feet away. McDade said he continued firing until he believed Simpson no longer posed a threat.
.
The initial Sacramento Police Department account stated that Simpson fell to the ground after stabbing the officer but continued holding or displaying the knife toward officers before police fired. McDade's own subsequent interview more specifically described Simpson as beginning to get up when he decided to shoot.
.
Police provided emergency medical aid after the shooting, but Simpson died at the scene. McDade was transported to UC Davis Medical Center and underwent treatment for the stab wound.
.
The Sacramento County District Attorney's Office identified Simpson as Brandy L. Simpson, born 04/26/1979. The DA's investigative records identify McDade as the officer who fired the fatal shots and Boughton as the other officer directly involved in the encounter.
.
Sacramento Police Department's public SB 1421/Police Officer Personnel Records page now contains records for the shooting, including investigative documents, crime-scene photographs and audio/video material. That disclosure identifies the case as SPD 22-240584 and lists McDade and Boughton as the involved officers.
.
The shooting was investigated by Sacramento Police Department's Homicide Unit, Internal Affairs Division, Professional Standards Unit and Force Investigation Team, with oversight by the Office of Public Safety Accountability and Sacramento County District Attorney's Office.
.
OFFICER BACKGROUND:
.
Sean McDade was the Sacramento Police Department officer who shot and killed Simpson. McDade was also the officer Simpson allegedly stabbed immediately before the shooting. His body-worn camera was collected as evidence, and he subsequently participated in multiple investigative interviews concerning his use of deadly force.
.
William Boughton was present during the confrontation but the available official records identify McDade, rather than Boughton, as the officer who fired the fatal shots. Boughton's body-worn camera was also collected as evidence.
