Richard Skinner, 45, the brother of Delaware County Sheriff Tony Skinner, had a long history of arrests. On 08/25/2022, police were sent to the home for a domestic disturbance. When they arrived, they brought their SWAT unit as well. Police allege they heard a gunshot from the house and state Richard Skinner pointed a gun at them from a window. Police shot and killed him.
