OPEN RECORDS SUMMARY :

On 08/19/2022, 18-year-old Jeremy Rosario was killed when an ATV driven by his friend, 22-year-old Angel Lopez, crashed into a tractor-trailer near Queens Plaza South and Jackson Avenue in Long Island City during an encounter involving New York Police Department officers. The New York Attorney General's Office identifies Rosario and Lopez as the two men who died and classifies the incident as vehicular.
.
Rosario was the passenger and was not driving the ATV. The police encounter originated over the operation of the ATV on city streets rather than a reported violent crime. Subsequent reporting examining New York police pursuits categorized the initiating matter as an equipment violation.
.
Family members and a friend who was riding alongside Lopez and Rosario said NYPD officers were pursuing the ATV immediately before the collision. The NYPD subsequently acknowledged that it was investigating whether two officers had in fact chased the ATV.
.
During the encounter, the ATV traveled against traffic near Jackson Avenue and Queens Plaza South and collided with a tractor-trailer. Both Lopez and Rosario suffered catastrophic injuries and died. Neither young man was wearing a helmet.
.
The NYPD placed Officers Niketas Janios and Marya Cardona Quintero on modified duty while investigating their actions and whether their pursuit contributed to the crash. The department's pursuit policy required officers to terminate a chase when the danger created by continuing outweighed the danger posed by allowing immediate escape.
.
Rosario's status as the passenger is significant because he was not controlling the ATV during the police encounter. He died as the passenger during the same pursuit-related crash that killed Lopez.
.
Early news coverage identified Rosario as "Jeremy Ramos," apparently based on information provided by family members immediately after the crash. The New York Attorney General's subsequent official record identifies him as Jeremy Rosario, age 18, Hispanic, and records his death on 08/19/2022.
.
The New York Attorney General's Office of Special Investigation received the case for review because the two deaths followed an encounter with NYPD officers. The Attorney General's annual report lists Lopez and Rosario together as the two deaths arising from the Queens NYPD vehicular incident.
.
OFFICER BACKGROUND:
.
Niketas Janios and Marya Cardona Quintero were the NYPD officers associated with the encounter and subsequent investigation into whether a police pursuit contributed to the fatal crash. Both officers were placed on modified duty following the deaths.
