OPEN RECORDS SUMMARY :
On 08/08/2022, Kingsport Police Department officers responded to the parking lot of a business at 1664 East Stone Drive after receiving reports of a disturbance involving 75-year-old Edris Marrero. According to the Tennessee Bureau of Investigation, officers encountered Marrero during the call, and a physical confrontation followed. During the encounter, one officer struck Marrero in the head with a closed fist. Marrero lost consciousness at the scene.
Marrero was transported to Holston Valley Medical Center, where he remained hospitalized until 08/09/2022, when he died from his injuries. The Tennessee Bureau of Investigation conducted the independent investigation into the incident at the request of the Second Judicial District Attorney General.
The Kingsport Police Department later released additional information stating that officers had responded after receiving reports that Marrero was yelling at a woman and striking the windows of her vehicle. The department stated that the officer punched Marrero during the confrontation after Marrero allegedly grabbed the officer's arm.
In June 2024, the City of Kingsport agreed to pay $450,000 to settle a federal wrongful-death lawsuit filed by Marrero's family. The lawsuit alleged the officer used excessive force against the 75-year-old during the encounter and that the force caused the fatal injuries.
