OPEN RECORDS SUMMARY :

On 08/07/2022, at approximately 9:45 p.m., Kansas City police located a sport utility vehicle that police reported had been stolen parked at a Phillips 66 gas station at East 55th Street and Prospect Avenue. Officers positioned their vehicles behind the SUV and waited while 31-year-old Zachary James Garrard was inside the convenience store. When Garrard returned and entered the SUV, officers approached on foot and attempted to stop him.
Surveillance video obtained by KSHB showed Garrard backing the SUV out of its parking space, striking a Kansas City police van and driving toward an officer who moved out of the vehicle's path. Two officers then fired at the SUV. The vehicle rolled to a stop a short distance away. Garrard was transported to a hospital, where he was pronounced dead.
The Missouri State Highway Patrol conducted the investigation of the shooting. Investigators collected surveillance video from the gas station, police body-camera recordings, and witness statements as part of the investigation.
On August 10, 2022, KSHB obtained and published surveillance video showing the encounter from the gas station. The video became a focal point of public discussion because it provided a clearer view of the officers' positions, the movement of the SUV, and the moments immediately preceding the shooting.
