OPEN RECORDS SUMMARY :
On 08/03/2022, Utah Highway Patrol troopers responded to a report of a suspicious vehicle driving erratically at the northbound Interstate 15 Port of Entry near the Utah-Arizona border. Troopers found Raymond Derek Gladman inside a Toyota Prius while holding a handgun. St. George Police Department officers, including crisis negotiators and SWAT personnel, responded and established containment around the vehicle. The standoff lasted approximately 90 minutes.
During negotiations, Gladman alternately pointed the handgun at himself and refused repeated commands to surrender. Investigators determined that when Gladman exited the vehicle, he held the handgun in both hands and pointed it toward officers. A St. George police sniper fired one round, striking Gladman in the head. He was pronounced dead at the scene. Gladman was a resident of Sedona, Arizona, who was traveling to Washington state.
The Washington County Critical Incident Task Force investigated the shooting. On 09/14/2022, Washington County Attorney Eric Clarke concluded that the officer's use of deadly force was legally justified. The investigation found that Gladman's actions were consistent with "suicide by cop" and that the officer reasonably believed other officers faced an imminent threat of death or serious bodily injury.
