OPEN RECORDS SUMMARY :
Jeffrey Moss was crossing the street late at night on Seneca and McArthur in Wichita. A police officer hit and killed him. The officer was cleared by internal investigation. Media investigated about the crash and obtained a copy of the police report, discovering that the officer had allegedly employee with his computer and deleting email while driving at the time of the fatal crash. The officer then called dispatch and announced “man down” is a non-emergent call. The officer did not inform dispatch of the accident nor of the critical condition with the pedestrian. Jeffrey Moss died.
