OPEN RECORDS SUMMARY :

On October 7, 2024, at approximately 11:56 p.m., Colorado Springs Police Department (CSPD) officers responded to a 911 call reporting a suicidal individual, Matthew D. Kemper, at a residence on Prairie Grass Lane. The caller informed police that Kemper had been involved in a disturbance with his roommates and was cutting himself with a knife.

Police arrived at the scene and identified the residence. Officers announced their presence and attempted to make contact with Kemper and the caller, who remained inside the home. Officers learned from the caller that Kemper had resumed self-harming. CSPD officers entered the residence to ensure the caller’s safety and to intervene.

As officers moved through the home, Kemper reportedly advanced toward two lead officers while holding a knife. Officer Noah Bartron fired multiple shots at Kemper, striking him. Police immediately rendered medical aid. Emergency responders transported Kemper to a hospital, where he was pronounced dead.

CSPD placed Officer Bartron and two other involved officers on administrative leave, following standard protocol. The El Paso County Sheriff's Office is conducting the investigation. Police determined that body-worn cameras for Officer Bartron and one other officer did not capture the incident due to technical malfunctions, which are now under review. Footage from another officer’s body camera showed Officer Bartron instructing Kemper to stop before firing. Police recovered a knife at the scene.
