Baltimore police saw a man going the wrong way near Pennsylvania Avenue and Pitcher Street. Police got the vehicle to stop. A man reportedly ran off and hit another vehicle. Police pulled the man from the car and identified him as 54-year-old Robert Phillip Need Junior. Police state that he got up and ran away and they followed him. Police further alleged that he had a gun. They shot and killed him.
