Portland Police Bureau officers were called for reports of a theft. PPB officers encountered a man allegedly “stealing electricity” from a nearby business, apparently using an outlet. It is unclear what this means but there is an RV encampment with unhoused community members in RVs and tents at the site which may have been plugged into the electric grid but details are still vague. Police arrived and state that “an altercation” occurred with a male in the encampment and police shot and killed him. Police specifically declined to answer the questions whether the man had been armed or threatened police somehow. Officer Justin Clary who killed Isaac Seavey had previously killed Billy Wayne Simms.

Republican Senator Kevin Cramer’s son Ian Cramer was in the process of being taken to the emergency room for acute hallucinations. He was known to be mentally ill. In the emergency room, he jumped in the driver’s seat of his sister’s car and drove away. The Mercer County Sheriff’s Office chased him into Hazen, ND. A deputy had parked his vehicle on the side of the road and was placing stop sticks to stop Cramer when Cramer crashed into the empty patrol car and accidentally killed the deputy who was placing stop sticks at the time to stop the fleeing vehicle.
