OPEN RECORDS SUMMARY :
Kathleen Fresard, 71, was driving north on US 127 when an Owen County deputy, Frank Blackwell, responded to an emergency with lights and sirens. The incident occurred when Deputy Frank Blackwell of the Owen County Sheriff's Office was attempting to pass slower traffic with his emergency lights and sirens on. Fresard, driving a Subaru Forester, made a left turn in front of him, causing the crash. Fresard succumbed to her injuries at the hospital, while Deputy Blackwell was treated for non-life-threatening injuries.

The investigation into the fatal crash is being handled by the Kentucky State Police (KSP). The KSP's Critical Incident Response Team (CIRT) was called in to investigate the two-vehicle collision.
