On March 28, 2023, Marganne Allen, a 53-year-old state employee, was cycling home from work in Salem, Oregon, when DEA Special Agent Samuel T. Landis ran a stop sign and entered the intersection at High and Leslie Streets, leading to a collision that killed bicyclist Marganne Allen. Allen, who was cycling downhill, at the time suffered fatal injuries. Landis, a DEA agent since 2016, was working with a Salem task force at the time. After months of investigation by the Keizer Police Department, Landis was indicted by a Marion County grand jury on charges of criminally negligent homicide in September 2023.
