On 11/15/2024, Deputy Jared Mincemeyer of the Hillsborough County Sheriff’s Office stopped Raul Antonio Couto Rivera near Hillsborough Avenue and Elliot Drive due to a partially obscured license plate. Police claim that during the stop, Rivera retrieved a firearm when asked to exit his vehicle. Deputy Mincemeyer shot Rivera multiple times. Rivera was transported to a hospital, where he was pronounced dead.

Rivera, a 42-year-old father of two was described by his family as a devoted and hardworking individual. His family disputes the police narrative, asserting that Rivera did not reach for a weapon and that his actions did not warrant deadly force. The Hillsborough County Sheriff’s Office has released 45 seconds of bodycam footage which does not capture the moments leading up to the shooting nor show detail to support the police narrative.

Deputy Mincemeyer, who joined the agency in October 2022, has been placed on administrative leave with pay, as per protocol. The Florida Department of Law Enforcement and the State Attorney’s Office are conducting investigations.
