OPEN RECORDS SUMMARY :

On 09/18/2021, Gallatin County Sheriff’s Office personnel shot and killed an unidentified man during an armed confrontation on Montgomery Road in Gallatin County. The shooting occurred at approximately 4:31 a.m. Kentucky State Police’s Critical Incident Response Team was called to conduct the investigation.
.
The initial Kentucky State Police release provided almost no description of what brought deputies to Montgomery Road or what occurred before the shooting. KSP reported only that a Gallatin County Sheriff’s Office police shooting had occurred and that the man was transported by Gallatin County EMS to Carroll County Memorial Hospital in Carrollton, where the Carroll County coroner pronounced him dead.
.
The Gallatin County Sheriff’s Office provided the critical additional detail. According to the department, the man fired a gun in the direction of several officers at the scene. Police alleged that officers then returned fire and struck him.
.
The available accounts do not explain why law enforcement was originally on Montgomery Road, whether deputies had been dispatched to a particular complaint, whether they were attempting an arrest or investigative detention, or what occurred between their arrival and the alleged gunfire. The initiating reason for the police encounter therefore remains undisclosed by police.
.
This is an important gap because the public account effectively begins at the moment police alleged the man fired toward officers. KSP stated at the time that it was withholding specific details while investigators interviewed witnesses and gathered evidence.
.
The man's identity was also withheld in the contemporary reporting. The Lexington Herald-Leader specifically reported that authorities had not released his name. No age was disclosed, so the Age field should remain blank rather than contain nonnumeric text.
.
Kentucky State Police assumed responsibility for investigating the shooting through its Critical Incident Response Team. The original KSP announcement characterized the investigation as ongoing and did not identify which Gallatin County personnel fired, how many officers discharged weapons, how many rounds were fired, or whether body-camera or other recordings existed.
.
The circumstances therefore remain substantially less transparent than many other police killings from this period: the deceased man was not publicly identified in the contemporaneous accounts, the shooting deputies were not named, and the reason police initially encountered him was not disclosed. What is established publicly is that Gallatin County officers were on Montgomery Road, police alleged the man fired toward several officers, officers returned fire, and he died after being transported to the hospital.
.
OFFICER BACKGROUND
The involved officers have not been publicly identified.
