NARRATIVE:
On 04/12/2021 at approximately 1:36 a.m., Angelina Sue Raad, 38, of Winchester was driving on New Circle Road in Lexington. Police had received multiple 911 calls reporting a vehicle traveling the wrong direction on the inner loop near Harrodsburg Road. Raad's vehicle subsequently collided with a Lexington Police Department cruiser driven by Officer Dawn Miller between Harrodsburg Road and Nicholasville Road. Police specifically stated that Miller was not responding to the wrong-way-driver calls when the collision occurred; later reporting established that Miller was driving home after completing her shift.

The collision severely damaged both vehicles and trapped both drivers. Lexington firefighters extricated Raad and Miller. Raad was transported to the University of Kentucky Medical Center, where she was pronounced dead at 3:49 a.m. Miller suffered critical injuries and underwent multiple surgeries.

Raad was a mother of five children and owned and operated Mom's Cleaning Service. She was born in Wayne, Michigan, and had formerly lived in Estill County.

Miller survived but sustained extensive injuries requiring prolonged hospitalization and rehabilitation. She was released from Cardinal Hill Rehabilitation Hospital in May 2021 after multiple surgeries and continued to face a lengthy recovery. By late June, she was using a wheelchair and staying in a hotel while fellow officers, firefighters and community volunteers renovated her home to make it accessible.

OFFICER BACKGROUND:
Dawn Miller had been a Lexington police officer since March 2017. She was off duty and driving home from her shift when the fatal collision occurred.
