On 05/02/2021, shortly after 2 a.m., 21-year-old Berlynn Matthews was driving on North Point Boulevard in Dundalk when she encountered 34-year-old Joshua Day lying in the roadway after he had been struck by another vehicle. Matthews stopped her vehicle, got out and entered the roadway to help Day.

While Matthews was attempting to assist Day, off-duty Baltimore County Police Officer William Collazo-Brown, 24, approached on a Kawasaki motorcycle and struck Matthews and Day. Both were pronounced dead at the scene.

Collazo-Brown was arrested and charged with DUI-related offenses. His police powers were immediately suspended. He had joined the Baltimore County Police Department in June 2019. Two days after Matthews and Day were killed, the department announced that Collazo-Brown was no longer employed as a Baltimore County police officer.

Collazo-Brown was subsequently prosecuted for the deaths. Following a three-day trial, a Baltimore County judge found him guilty of two counts of criminally negligent manslaughter along with DUI, homicide by motor vehicle and other offenses. He was convicted on 13 of 16 counts.

Collazo-Brown was sentenced to five years incarceration with all but 18 months suspended. He was also sentenced to three years of probation following his release, with the first 18 months of probation under home detention.
