OPEN RECORDS SUMMARY :
On March 26, 2024, at approximately 5:09 p.m., Fullerton Police Department officers responded to a reported bank robbery at the Wells Fargo branch located at 141 W. Bastanchury Road. The suspect, identified as 57-year-old Scott William Thompson, entered the bank wearing a mask and claimed to possess a bomb contained within a white box. He demanded $58,000 from the teller, threatening to detonate the device if his demands were not met. At the time, the bank was occupied by employees and at least one customer. Officers arrived on the scene within two minutes and established communication with bank employees via telephone. Approximately ten minutes into the incident, employees informed officers that they had placed the demanded money into a box labeled "DPS" and that Thompson would be exiting the bank shortly. Upon exiting the bank holding the white box, officers issued commands for Thompson to stop and raise his hands. Thompson failed to comply and began walking back toward the bank entrance. Fearing that he might re-enter the bank with an explosive device, officers discharged their firearms, fatally wounding him. The Orange County Sheriff's Department Bomb Squad was dispatched to assess the potential threat. They determined that the device was a facsimile, constructed to resemble an actual explosive but incapable of detonation. No officers, bank employees, or customers were injured during the incident. Subsequent investigations revealed that Thompson had an extensive criminal history, including prior federal convictions for armed bank robbery and escape, and was on federal probation for armed bank robbery at the time of the incident.

Event : Killed by police during mental health welfare check
OPEN RECORDS SUMMARY :
On March 23, 2024, at approximately 8:15 a.m., Sacramento County Sheriff's deputies responded to a 911 call reporting that 38-year-old Christopher Gilmore was experiencing a mental health crisis and self-harming with a knife at a residence on the 6500 block of Campanile Street in Rio Linda. Upon arrival, deputies found Gilmore's family members outside the home; they informed the deputies that Gilmore, diagnosed with schizophrenia, was inside the garage armed with a knife and had expressed suicidal intentions. Deputies attempted to negotiate with Gilmore, urging him to exit the garage unarmed. Despite these efforts, Gilmore emerged holding a knife and advanced toward the deputies. After issuing multiple commands to drop the weapon, deputies deployed less-lethal shotgun rounds, which failed to stop his approach. As Gilmore came within several feet of the deputies, one deputy discharged his service weapon, striking Gilmore multiple times. Deputies administered first aid, but Gilmore was pronounced dead at the scene. The Sacramento County Sheriff's Office stated that the use of lethal force was in response to Gilmore's continued advancement with a weapon despite non-lethal interventions. However, Gilmore's family disputes this account, asserting that he was holding a small disposable razor and posed no threat to the deputies. They have released home surveillance footage of the incident and filed a wrongful death lawsuit against Sacramento County, alleging excessive use of force and inadequate handling of a mental health crisis.

Event : Pedestrian chased by and killed by police cruiser
OPEN RECORDS SUMMARY :
On March 21, 2024, at approximately 1:45 a.m., Leland Police Department officers responded to a call reporting two individuals who were possibly armed outside of a residence on Davis Lane in Leland, Mississippi. Upon arrival, officers encountered 15-year-old Kadarius Smith, who fled the scene on foot.
.
During the pursuit, an officer followed Smith in a patrol car. According to the police report, Smith "ran out in front of" the vehicle, and the officer "could not stop the patrol unit immediately," resulting in Smith being struck by the vehicle on Huddleston Street. Smith was transported to a local hospital, where he was pronounced dead.
.
An autopsy revealed that Smith suffered massive blunt head trauma, a fractured skull, and additional severe injuries. His death was ruled accidental. However, family members and civil rights attorney Ben Crump have disputed the official account, stating that Smith was struck from behind and had police cruiser tire marks on his back.
.
The family has called for transparency and accountability, demanding justice for Kadarius Smith. The Mississippi Bureau of Investigation is conducting an independent review of the incident, and findings will be submitted to the District Attorney’s Office for further evaluation.

Cause of Death : Gunshot
Event : Suicide under police duress
OPEN RECORDS SUMMARY :
On March 21, 2024, at approximately 6:30 a.m., the Department of Homeland Security (DHS), in coordination with the Jacksonville Sheriff's Office (JSO) and its Special Weapons and Tactics (SWAT) team, executed a high-risk warrant at a residence on County Road 217 in Maxville, Florida. The operation was part of an ongoing federal investigation led by DHS; however, specific details regarding the nature of the investigation have not been disclosed, consistent with the known ongoing lack of transparency involving fatal shootings by federal agents.
.
Upon arrival, law enforcement personnel encountered resistance from the occupants. Sources indicate that a man fired multiple shots at officers during the warrant execution. SWAT units were deployed, and a shelter-in-place order was issued for residents of the surrounding area. After a period of attempted negotiation, SWAT officers breached the residence and discovered one man deceased from a self-inflicted gunshot wound. Another individual was taken into custody without incident.
The deceased individual's identity has not been released, and it remains unclear whether he was the primary target of the DHS investigation. Reports suggest that a significant number of firearms were recovered from the property. The Jacksonville Sheriff's Office has confirmed their assistance in the operation but has deferred all inquiries to DHS, citing the active status of the federal investigation.
.
As of this update, the identities of the involved officers have not been disclosed, effectively shielding them from public scrutiny.

OPEN RECORDS SUMMARY :
On March 19, 2024, at approximately 12:22 a.m., deputies from the San Bernardino County Sheriff's Department responded to reports of a man attempting to open apartment and car doors and activating a fire alarm in the 10100 block of Foothill Boulevard in Rancho Cucamonga. Upon arrival, deputies encountered 32-year-old Mohd Hijaz, who was reportedly behaving erratically and sitting in a bush while screaming. Deputies called for paramedics and, from a distance, inquired if Hijaz needed assistance. At that point, Hijaz allegedly charged at the deputies and, during the ensuing attempt to detain him, struck one deputy in the face. He was subsequently restrained and transported to a local hospital, where he was pronounced dead. The San Bernardino County Sheriff's Department has initiated an investigation into the incident, and an autopsy, including toxicology tests, is planned to determine the cause of death. Concerns have been raised regarding the potential use of excessive force during the arrest, with bystanders reporting that a deputy forcefully slammed Hijaz's head to the pavement prior to his death. Given that the San Bernardino County Coroner's Office operates under the Sheriff's Department, questions have arisen about the impartiality of the autopsy, particularly regarding the examination for skull and brain injuries. This incident occurred ten days after the fatal shooting of a 15-year-old autistic boy by San Bernardino deputies in Apple Valley, prompting further scrutiny of the department's use of force protocols.

City : Chicago Garfield Park
County : Cook
State : Illinois
Agency : Chicago Police Department
Officer(s) : Not Disclosed
Cause of Death : Gunshot
Event : Killed by police during traffic stop
OPEN RECORDS SUMMARY :
On March 21, 2024, 26-year-old Dexter Reed was fatally shot by Chicago Police Department (CPD) officers during a traffic stop in the Humboldt Park neighborhood of Chicago. The incident began when plainclothes officers sideswiped his vehicle, then initiated a traffic stop, initially citing Reed for not wearing a seat belt; this was later revised to a violation for illegally tinted windows. Family calls it a pretextual traffic stop. Reed fired his weapon, injuring an officer. It is not clear if and when he realized that the people in civilian clothing who hit his car and forced him to stop were officers. The incident escalated quickly and four CPD officers fired a total of 96 rounds within 41 seconds, striking Reed 13 times, killing him.
.
Following the killing, the four shooters, Thomas Spanos, Victor Pacheco, Gregory Saint Louis and Aubrey Webb, were placed on administrative leave. As of September 2024, all four officers remained on leave with pay, pending the outcome of an investigation by the Civilian Office of Police Accountability (COPA). COPA recommended that these officers be relieved of their police powers due to concerns about their use of deadly force and the validity of the traffic stop. However, CPD Superintendent Larry Snelling declined to suspend their police powers during the investigation.
.
One of the officers involved in the shooting, identified as Alexandra Giampapa, resigned from the CPD in December 2024. Shortly thereafter, she secured a position with the Westerville Division of Police in Ohio. This development has raised concerns among Reed's family and police reform advocates, who fear that Giampapa may be evading accountability for her role in the incident.
.
Legal Actions and Settlements
In April 2024, Dexter Reed's family filed a federal civil rights lawsuit against the City of Chicago and the involved officers, alleging that Reed's civil rights were violated during the traffic stop and subsequent shooting. By December 2024, the city reached an undisclosed settlement with Reed's mother. Some city officials expressed concerns that the settlement was reached too hastily, especially considering that a police officer was injured during the incident.
.
The shooting has sparked significant public outcry and demands for changes in CPD's traffic stop policies, particularly regarding stops for minor infractions such as equipment violations. COPA's investigation is ongoing, focusing on the officers' use of force and the legitimacy of the initial traffic stop. The findings of this investigation are pending and will play a crucial role in determining any further actions or policy reforms within the CPD.
