OPEN RECORDS SUMMARY :
On 09/23/2021, officers and deputies from the Lake Charles Police Department and Calcasieu Parish Sheriff’s Office shot and killed 20-year-old Desmond Louis during a barricade at a residence on 11th Street near Golf Street in Lake Charles. Louisiana State Police investigated the fatal shooting.

The encounter followed a multiday search for Louis. He was a Louisiana Department of Corrections inmate participating in a transitional work program when he walked away from his restaurant job in Lake Charles on September 20. The Beauregard Parish Sheriff’s Office subsequently obtained a warrant for simple escape.

On the night of September 22, Calcasieu Parish sheriff’s detectives learned that Louis was broadcasting live on social media while riding as a passenger in a vehicle on Highway 171. Deputies began looking for the vehicle and located what they believed was the same car near Cobb Circle in Moss Bluff. A deputy activated emergency lights and siren to initiate a traffic stop.

The 16-year-old driver initially pulled over. According to the Sheriff’s Office, when detectives got out of their vehicle, Louis fired at them and deputies returned fire. No one was struck. The car then drove away while police pursued it into Beauregard Parish, where the driver eventually stopped near Jillian Drive. Police discovered that Louis had left the vehicle before the stop.

The following day, authorities received information that Louis was inside a residence on 11th Street in Lake Charles. Calcasieu Parish SWAT and Lake Charles police surrounded the house and began attempting to bring Louis and the other people inside out of the residence. Three other occupants eventually came outside and were taken into custody.

Sheriff Tony Mancuso said police attempted to negotiate with Louis and subsequently deployed tear gas when he would not come out. Police alleged that Louis fired multiple rounds from inside the residence toward officers and deputies, including rounds that struck an armored law-enforcement vehicle.

Louis eventually emerged through the front door. Louisiana State Police reported that Louis fired additional rounds at officers after coming outside. Several Lake Charles officers and Calcasieu Parish deputies then opened fire, striking Louis. He died at the scene.

The fatal shooting was therefore the second exchange of police gunfire involving Louis in less than 24 hours. The first occurred during the attempted traffic stop on Highway 171; the second occurred after SWAT and police located and surrounded the 11th Street residence.
