OPEN RECORDS SUMMARY :

On November 13, 2021, at approximately 3:09 p.m., Carlos Ortega, 38, entered Bladi Style Barbershop at 5711 O'Donnell Street in Baltimore, Maryland, and shot barber Rafael Jeffers. Sergeant David Burch, an off-duty Baltimore City Police officer who was having his hair cut at the time, responded to the shooting by retrieving his personal firearm and shooting Ortega six times, killing him.
Prior to this incident, Ortega had been involved in two other violent events earlier in the day. At approximately 2:30 p.m., he was involved in an altercation on East Oliver Street, where he was stabbed and subsequently shot another individual, who survived. Shortly after, Ortega fatally shot Javier Villegas Cotto, 44, outside Crown Barbershop on Eastern Avenue.
The Maryland Attorney General's Independent Investigations Division conducted a review of the barbershop shooting. In October 2022, the Baltimore City State’s Attorney’s Office declined to file charges against Sergeant Burch, concluding that his actions were justified under the circumstances.
