OPEN RECORDS SUMMARY :
On 08/09/2021, at approximately 9:18 p.m., Baltimore police responded to a domestic disturbance at a residence in the 6000 block of Alta Avenue after receiving reports that 40-year-old Marcus Martin had assaulted family members and was armed while experiencing a behavioral health crisis. Officers safely evacuated Martin's wife, daughter, and teenage son from the residence. After learning Martin had multiple firearms inside the home, police requested the department's Hostage Negotiation Team and SWAT. Negotiators attempted to communicate with Martin for approximately six hours while a police robot was used in an effort to establish contact.
At approximately 3:15 a.m. on 08/10/2021, Martin opened the front door carrying an AR-15 rifle slung over his shoulder and fired a shotgun toward the police robot. Baltimore Police SWAT sniper Officer Jeffery Archambault fired one round, striking Martin. Officers entered the residence, rendered medical aid, and Martin was pronounced dead. Investigators recovered three AR-15-style rifles, two shotguns, a 9 mm pistol, ammunition, firearm parts, and gun-making equipment from the home. Four of the firearms were registered to Martin, and one AR-15 appeared to be homemade.
On 08/19/2021, Baltimore Police released body-worn camera footage, tactical video, and surveillance recordings documenting the incident under the department's critical incident release policy. The release publicly identified Officer Jeffery Archambault as the SWAT sniper who fired the fatal shot. The shooting prompted renewed discussion over responses to armed mental health crises. Civil liberties advocates called for a full, transparent investigation, while mental health professionals noted that the presence of firearms limited the role of civilian mobile crisis teams.
