REASON WHY PURSUIT WAS INITIATED:
At approximately 9:55 a.m., a citizen called 911 after spotting the citizen’s stolen construction trailer being pulled by a blue Ford F-250 near Highway 610 and Zane Avenue. Brooklyn Park Police located the truck and trailer in the Hy-Vee parking lot at 9409 Zane Avenue and attempted to stop the vehicle.

EVENT NARRATIVE:
On 11/09/2021, at approximately 9:55 a.m., Brooklyn Park Police officers attempted to stop the Ford F-250 in the Hy-Vee parking lot. Police alleged they discontinued the pursuit because of the danger to people in the parking lot. The driver crossed grass, traveled down a ditch and crashed through a chain-link fence onto Highway 610. The construction trailer detached, but more than 200 feet of chain-link fence became entangled with the truck.

After the truck entered Highway 610 dragging more than 200 feet of fencing, Brooklyn Park Police reinitiated the pursuit, stating that the dragging fence posed a danger to the public. Police pursued the truck eastbound on Highway 610 and then southbound on Highway 252.

As the pursuit reached Highway 252 near 66th Avenue North in Brooklyn Center, the truck passed a vehicle driven by 75-year-old Judd Roger Anderson. The long section of chain-link fence being dragged behind the truck struck Anderson’s vehicle, causing him to lose control and crash into a traffic-light pole. Anderson suffered multiple blunt-force injuries and died at the scene. The fence broke free from the truck during the collision.

The truck continued driving after Anderson was killed and was subsequently captured by Minnesota Department of Transportation cameras traveling south on Highway 100 and exiting at France Avenue. Contemporary reporting described the fence as being dragged for miles, but the available records do not provide a reliable maximum pursuit speed or exact pursuit mileage.

Anderson was a Brooklyn Center resident who left behind his wife, Linda; three children, Paul, Kara and Jeffrey; and grandchildren Leif and Ingrid. Friends remembered him as someone who readily made others feel comfortable, and his son described losing his father as losing his best friend.

DISPOSITION:
The Minnesota Bureau of Criminal Apprehension and Minnesota State Patrol investigated the fatal crash. The driver of the stolen truck initially escaped and authorities publicly sought information identifying both the driver and a man believed to have information about the truck.
