REASON WHY PURSUIT WAS INITIATED:
At 1:41 a.m., Eden Prairie Police responded to a 911 report of multiple vehicles street racing near Flying Cloud Drive and Crosstown Circle. Police said several vehicles drove away as officers arrived and officers initiated a pursuit of the vehicle in which 19-year-old Marina Emms was riding as a passenger.

OPEN RECORDS SUMMARY:
On 09/05/2021, Marina was a passenger in a vehicle driven by 19-year-old Devlyn Voss when Eden Prairie Police pursued the vehicle from Eden Prairie into Minnetonka. The pursuit continued along Highway 62 and onto Baker Road. Police described it as a short pursuit but did not publicly specify the speeds reached, exact duration or pursuing officer's speed.

Police said officers lost sight of the vehicle shortly after it passed beneath Interstate 494. Officers subsequently found it crashed near a residence in the 5300 block of Baker Road. Devlyn died at the scene. Marina survived the initial crash and was transported to a hospital, but died later that Sunday. No other vehicles were involved.

A nearby resident said he heard police sirens coming down Baker Road and approximately five seconds later heard the crash. As many as 100 people subsequently gathered at the crash location to mourn the two 19-year-olds.

Marina had graduated from Woodbury High School in 2020. She had been a varsity gymnast, a varsity cheerleader for the Woodbury Royals football team and a photographer. She loved horses, dogs, fashion and the outdoors and was particularly attached to her dog Winston. Her family remembered her for her magnetic personality, kindness and smile.

Marina's mother, Laura Emms, emphasized that her daughter was an innocent passenger. Her parents described Marina as a special young woman who drew people toward her. Laura said she hoped Marina's death would cause young people involved with street racing to reconsider the danger, while also pleading that people remember her daughter rather than allowing her to become simply another fatality associated with street racing.

Friends described Marina and Devlyn as “gentle souls.” Marina left behind her parents, Thomas and Laura Emms, grandparents, aunts, uncles, cousins and friends. Her family held a celebration of her life on 09/15/2021 before she was laid to rest at Roselawn Cemetery.

DISPOSITION:
The Minnesota State Patrol led the crash reconstruction investigation with assistance from the Hennepin County Sheriff's Office. No Eden Prairie Police officer was criminally charged for an officer's role in initiating or continuing the pursuit.
