REASON WHY PURSUIT WAS INITIATED:
At 1:41 a.m., Eden Prairie Police responded to a 911 report that multiple vehicles were street racing near Flying Cloud Drive and Crosstown Circle. Police said several vehicles drove away as officers arrived and officers initiated a pursuit of the vehicle driven by 19-year-old Devlyn Voss.

OPEN RECORDS SUMMARY:
On 09/05/2021, Eden Prairie Police pursued Voss from Eden Prairie into Minnetonka. The pursuit traveled along Highway 62 and onto Baker Road. Police described it as a “short pursuit,” but the publicly released account does not specify the pursuing officer's speed, Voss's speed, the precise duration of the pursuit, or the distance between the police vehicle and Voss's vehicle.

Police said officers lost sight of Voss's vehicle shortly after it passed beneath Interstate 494 on Baker Road. A short time later, officers discovered the vehicle crashed near a residential property in the 5300 block of Baker Road. The crash involved no other vehicle. Voss died at the scene, while his passenger and friend, 19-year-old Marina Emms, was critically injured and transported to a hospital, where she died later that day.

Friends defended Devlyn after his death against people who blamed him for the crash. Kendal Pooler said people making those judgments did not know him personally and described Devlyn as someone who was consistently there for other people. Friends who knew both Devlyn and Marina described them as “gentle souls.”

As many as 100 people gathered at the crash site the following day to mourn Devlyn and Marina. Devlyn's family released a statement expressing gratitude for the support both families were receiving and emphasizing that they were grieving the loss of two young people rather than assigning blame while processing their deaths.

DISPOSITION:
The Minnesota State Patrol led the crash reconstruction investigation with assistance from the Hennepin County Sheriff's Office. No Eden Prairie Police officer was criminally charged for an officer's role in initiating or continuing the pursuit.
