OPEN RECORDS SUMMARY :
On February 14, 2019, Shelia Ragland called 911 because her son, Mario Clark, was undergoing a psychotic episode. Upon arrival, officers from the Jackson Police Department restrained Clark. According to Ragland, Clark was placed on the floor with his hands and feet handcuffed, and officers allegedly beat him on the legs, and kicked and hit him in the head. Despite Ragland's pleas for them to stop, Clark was later transported to a hospital where he was placed on life support and died several days later.
