OPEN RECORDS SUMMARY :

On 08/10/2021, at approximately 9:10 p.m., a Pamlico County Sheriff's deputy went to the residence of 71-year-old Marvin Richard Hitchcock Jr. to serve an order for arrest for failure to appear in court on driving while impaired and related charges. Hitchcock produced a handgun in what investigators described as a threatening manner, prompting the deputy to request assistance. Additional Pamlico County deputies, North Carolina State Highway Patrol troopers, Oriental Police officers, and North Carolina Probation and Parole officers responded and established a perimeter. Officers negotiated with Hitchcock for nearly 30 minutes while he remained armed.
Authorities reported that Hitchcock continued pointing the handgun in a threatening manner toward himself and responding officers. More than one law enforcement officer fired their weapons, striking Hitchcock. He died at the scene. The North Carolina State Bureau of Investigation conducted the independent investigation, and the case was reviewed by the District Attorney's Office.
