On July 19, 2021, a police pursuit began in Monroe, Michigan, and continued through Toledo's Old West End. The chase involved Michael David Clifton, a 50-year-old male, driving a truck. Toledo police officers joined the pursuit, which ended when Clifton crashed into several parked cars, disabling his vehicle.

Clifton exited the truck and fled on foot down Scottwood Avenue and Bancroft Street while holding a gun to his head. Officers followed him to the parking lot of the Monroe Carryout, where they attempted to negotiate with him. After negotiations failed, officers opened fire, shooting and killing Clifton.
