OPEN RECORDS SUMMARY :
Daniel Colon, a 28-year-old Latino male, was arrested on February 9, 2023, on an outstanding warrant for possession of a controlled substance and detained at the Cook County Jail's Residential Treatment Unit (RTU). Upon arrival, he exhibited severe withdrawal symptoms, including vomiting and diarrhea. On February 10, Colon was placed in a bathroom for observation but was left unsupervised for approximately seven hours. He was found unresponsive and cold to the touch on February 11, 2023. The Cook County Medical Examiner determined the cause of death to be pneumonia and dehydration due to withdrawal from heroin and cocaine. An investigation by the Cook County State's Attorney's Office concluded that there was insufficient evidence to support criminal charges against the involved correctional officers.
