OPEN RECORDS SUMMARY :
On September 10, 2023, 29-year-old Urayoan Rodriguez-Rivera called 911, expressing his intent to end his life. Officers Ty Warren and Austin Fraser of the St. Louis Metropolitan Police Department responded to the scene at Forest Park around 6:26 p.m., where they found Rodriguez-Rivera beneath a tree, suffering from a self-inflicted gunshot wound to the head. Rodriguez-Rivera was still alive and breathing when the officers arrived.

Body camera footage captured the officers standing over Rodriguez-Rivera and discussing whether to transport him to the hospital. Officer Warren stated, “We need to take this motherfucker then.” Officer Fraser responded dismissively, “We aren’t taking this shit! I get off in 30 minutes. Let’s cruise around and come back.”*

The footage then shows both officers walking away from Rodriguez-Rivera and laughing without offering medical aid. Officer Fraser was also recorded saying, “They’re (other officers) gonna find this (expletive) and we’re gonna be like, ‘Oh (expletive) you found him.’”

Eight minutes later, at 6:34 p.m., the officers returned to the area as a third officer arrived to search for Rodriguez-Rivera. Bodycam footage shows Warren and Fraser pretending to search for the man, despite having already located him.
The third officer eventually discovered Rodriguez-Rivera and immediately called dispatch for backup and emergency medical services. Rodriguez-Rivera was still breathing at this point, and more officers arrived to tape off the area and provide medical aid. One officer noted that Rodriguez-Rivera’s pulse was “super weak.”

Rodriguez-Rivera was transported to a hospital but later succumbed to his injuries.

Following this incident, both Ty Warren and Austin Fraser were terminated from the St. Louis Metropolitan Police Department.
