OPEN RECORDS SUMMARY :
On April 19, 2024, at approximately 7:00 a.m., 41-year-old inmate Francisco Javier Salinas was found unresponsive in his cell at the Bexar County Jail in San Antonio, Texas. A deputy conducting face-to-face observations discovered Salinas and immediately initiated medical assistance. Despite these efforts, Salinas was pronounced dead at 7:19 a.m. Salinas had been booked into the jail on April 16, 2024, on a charge of assault causing bodily injury to a family member, with a bond set at $2,500. Authorities believe he suffered a medical episode compounded by withdrawal symptoms. The Bexar County Medical Examiner’s Office will determine the official cause and manner of death. In accordance with the Sandra Bland Act, the Karnes County Sheriff’s Office is handling the death investigation, while the Bexar County Sheriff's Office Internal Affairs Unit is conducting a concurrent administrative investigation.
