On 09/14/2021, Jim Rogers, a 54-year-old man experiencing a mental health crisis, was taken into custody by Pittsburgh police in the Bloomfield neighborhood. Officer Keith Edmonds deployed a Taser multiple times during the arrest. Rogers was placed face-down, handcuffed, and later became unresponsive in the back of a patrol vehicle. He was transported to a hospital, where he died the following day. The medical examiner ruled his death an accident, citing excited delirium and underlying health conditions following restraint and Taser use. No criminal charges were filed against Edmonds. The City of Pittsburgh fired Edmonds in 2022, but an arbitrator later ordered his reinstatement. In 2025, a Pennsylvania Commonwealth Court upheld that decision, ordering the officer reinstated with full back pay and benefits. Separately, the city settled a federal wrongful death lawsuit filed by Rogers’s family for $8 million.
