OPEN RECORDS SUMMARY :

On 08/18/2021, police killed 29-year-old Terrance Andre Bey after officers from several Bucks County departments pursued him from Middletown Township into Philadelphia, where the encounter ended with police gunfire near Whitaker and Adams avenues in the Crescentville section. Later reporting establishes his full name as Terrance Andre Bey; some contemporary reports spelled his first name “Terrence.”
Middletown Township police initially responded at approximately 2:41 p.m. to the Racquet Club Apartments in the 2000 block of Veterans Highway after a 911 caller reported a domestic assault involving an armed man. Police alleged that Bey had assaulted his girlfriend. During the encounter at the apartment complex, police further alleged that Bey shot a 65-year-old neighbor in the face after the neighbor and his wife allowed Bey's girlfriend into their apartment. The wounded man survived after emergency surgery.
After police saw Bey driving away in a Volvo, a Middletown Township officer began pursuing him. Officers from Middletown Township and several surrounding Bucks County departments joined the pursuit as police followed the Volvo along Veterans Highway, onto Interstate 95 and into Philadelphia. The pursuit ultimately continued onto heavily traveled Roosevelt Boulevard.
Near Whitaker Avenue, a Middletown Township police sergeant used a PIT maneuver against the Volvo. The maneuver spun Bey's vehicle around until it was facing a Lower Makefield Township police cruiser. According to the subsequent police reconstruction, a Lower Makefield sergeant believed Bey pointed a handgun toward him and deliberately rammed the Volvo with his police vehicle. The sergeant ducked below his dashboard and reported hearing gunfire.
Bey then left the vehicle and ran across Roosevelt Boulevard toward a Sunoco station. Police alleged that he fired at pursuing officers while running. A Lower Makefield officer fired at least once after allegedly seeing Bey point a gun toward him. A Philadelphia counterterrorism officer arriving at the scene also reported seeing Bey running toward the gas station and firing at police.
A Philadelphia Police Department 15th District officer confronted Bey near the Sunoco station. Police alleged that Bey continued holding and firing the handgun. The Philadelphia officer fired at least one round, striking Bey in the head. Bey died at the scene. Investigators reported recovering a Glock 22 .40-caliber handgun near him.
The fatal shooting was investigated by the Philadelphia Police Department Officer-Involved Shootings Investigations Unit, with the investigative findings intended for review by the Philadelphia District Attorney's Office. Searches of subsequent publicly indexed reporting did not locate a detailed Philadelphia DA findings letter, publicly released body-camera footage, civil lawsuit or settlement arising from Bey's death.
Although later reporting substantially clarified the pursuit and shooting sequence, the names of the Philadelphia officer who fired the fatal shot and the Lower Makefield officer who also fired at Bey were not disclosed in the publicly available reports located for this update. Contemporary reporting identified the fatal shooter only as an officer assigned to Philadelphia's 15th Police District.

OFFICER BACKGROUND:
At least two officers fired during the final confrontation: a Lower Makefield Township police officer fired at least one round during the foot pursuit, and a Philadelphia 15th District officer subsequently fired the shot that struck Bey in the head. The Middletown Township sergeant who conducted the PIT maneuver and the Lower Makefield sergeant who rammed Bey's vehicle were also directly involved in ending the vehicle pursuit.
