On February 11, 2021, Pennsylvania State Police responded to a domestic dispute at the Harvest Moon Trailer Park in Woodward Township, where 38-year-old Clifford E. Wilbur Jr. had allegedly assaulted his brother-in-law, Fred Peterson, with a handgun and made threats to kill family members. Wilbur fled the scene before troopers arrived and subsequently committed an armed robbery at a nearby Sheetz convenience store, stealing two 24-ounce cans of beer. Troopers located Wilbur's vehicle and initiated a pursuit toward Williamsport on Route 220. Despite the deployment of spike strips that flattened his tires, Wilbur continued to evade police, eventually crashing his car into a utility pole in the 3500 block of West 4th Street. After the crash, Wilbur brandished a handgun and ignored multiple commands to surrender. Officers attempted non-lethal measures, including firing pepper balls into the vehicle, but Wilbur continued to wave his firearm. In response to the imminent threat, troopers and officers discharged their weapons, fatally striking Wilbur. He was pronounced dead at the scene by the Lycoming County Coroner. The Lycoming County District Attorney later ruled the use of lethal force as justified.
