OPEN RECORDS SUMMARY :

On January 12, 2023, Anthony "Tony" Mitchell, 33, was arrested by Walker County Sheriff's deputies in response to a welfare check requested by a family member concerned about his mental health. Upon arrival, deputies reported that Mitchell was disoriented, speaking about "portals to hell," and allegedly fired a weapon at officers. He was taken into custody and placed in the Walker County Jail in Jasper, Alabama.
During his two-week incarceration, Mitchell was held in a concrete cell, often referred to as the "drunk tank," which lacked bedding, running water, or a toilet. He was frequently observed naked, wet, cold, and covered in feces, lying on the cement floor without a mat or blanket. His dentures were lost when he was dragged from the cell by staff. Despite his deteriorating condition and clear need for medical and mental health care, jail staff failed to provide appropriate assistance.
On January 26, 2023, after repeated urgings from medical staff, Mitchell was transported to a hospital emergency room. Upon arrival, his internal body temperature was recorded at 72 degrees Fahrenheit. Despite efforts to resuscitate him, Mitchell was pronounced dead. His death certificate listed the cause of death as hypothermia and sepsis resulting from infected injuries obtained during incarceration and medical neglect.
Following an investigation, several individuals associated with the Walker County Jail were charged and pleaded guilty to federal offenses related to Mitchell's death:
• Joshua Conner Jones: Former corrections officer; pleaded guilty to criminal conspiracy to deprive an inmate of their rights and a separate rights-deprivation count related to the assault of another inmate.
