On 07/28/2023, an Arkansas State Police trooper attempted to stop a Dodge Charger on Interstate 40 in West Memphis after observing it traveling at approximately 120 mph. According to Arkansas State Police, the driver, Demarcus Tyrone Clark, continued driving eastbound while the trooper pursued. Police stated the vehicle was later determined to have been reported stolen from Memphis, Tennessee. During the pursuit, Clark's speed remained well above the posted limit as he traveled through Crittenden County.
Near the 282-mile marker, the pursuing trooper performed a Precision Immobilization Technique (PIT) maneuver. The Charger left the roadway, overturned, and came to rest in a wooded area. Clark died at the scene. A passenger survived with injuries and was later arrested on charges related to possession of the stolen vehicle. The Arkansas State Police Criminal Investigation Division investigated the incident.
The use of the PIT maneuver drew public attention because Arkansas State Police performed it at interstate speeds. The agency has faced repeated criticism in recent years for using PIT maneuvers during high-speed pursuits, and videos of similar incidents have prompted litigation and national scrutiny.
