Event : Killed by police during welfare check and mental health crisis
OPEN RECORDS SUMMARY :
On 09/23/2021, McKinney Police Department officers shot and killed 40-year-old Paul Bryan Stone outside a residence in the 4900 block of Redwood Drive after a family member called 911 because Stone was suicidal, armed with a shotgun and experiencing a mental health crisis.
.
Police received the family member’s 911 call at approximately 2:25 p.m. Officers responded to the residence and spent nearly an hour attempting to make contact with Stone. The encounter therefore began as a welfare response to a known mental health crisis rather than as an investigation of a reported crime committed against another person.
.
According to McKinney police, Stone eventually came outside carrying a shotgun. Police alleged that he pointed the shotgun toward officers. Multiple officers then opened fire, striking Stone as he stood on the front lawn. He fell to the ground and died.
.
The publicly released police account did not establish that Stone fired the shotgun before officers shot him. The stated justification for the police gunfire was the allegation that he pointed the weapon at officers.
.
The Texas Rangers assumed responsibility for investigating the fatal shooting. McKinney police did not identify the officers who fired in the initial reporting.
.
Stone’s case is important to classify accurately as a mental health crisis killing. His own family summoned police because they feared he was suicidal, and officers knew the nature of that crisis before they arrived. Police then spent nearly an hour attempting to communicate with him before the encounter ended in fatal gunfire.
.
OFFICER BACKGROUND
