OPEN RECORDS SUMMARY :
On 07/26/2023, 69-year-old Pastor Tommie Jackson was walking to or from his mailbox outside his home on Wire Mill Road in Stamford when he was struck by a Stamford Police Department cruiser driven by Officer Zachary Lockwood. Jackson sustained critical injuries and was transported to Stamford Hospital, where he died.
Officer Lockwood was responding to a report of a stolen vehicle at the time of the collision. The Connecticut State Police Western District Major Crime Squad investigated the crash. In January 2024, the Office of the Inspector General concluded that the collision was accidental and found no evidence that Officer Lockwood had committed a crime. The report determined that Lockwood was driving above the posted speed limit but had activated his emergency lights and siren while responding to the call, and no criminal charges were filed.
Jackson had served for many years as pastor of Bethel AME Church in Stamford and was widely known for his leadership in the community. Family members and community leaders mourned his death, remembering him as a dedicated pastor, mentor, and public servant whose death deeply affected the city.
