OPEN RECORDS SUMMARY :

On 08/22/2021, Greenfield Police Department officers killed 31-year-old Tyran Christamar Lamb after a traffic stop, police pursuit and crash at South 27th Street and West Becher Street in Milwaukee. Although Greenfield police conducted the stop and pursuit, the fatal shooting occurred within the city of Milwaukee. The Milwaukee County Medical Examiner’s Office identified Lamb following his death. Sources also render his first name as Tyron, but contemporary news coverage and the medical examiner identification use Tyran Lamb.
The encounter began at approximately 1:36 a.m. when a Greenfield officer saw Lamb drive through a red light near South 35th Street and West Oklahoma Avenue. This later disclosure is important because the original reporting described the incident simply as a traffic stop without explaining why police initiated it. The officer activated emergency lights and siren, and Lamb initially stopped. Police video released later shows the officer repeatedly directing Lamb to put his vehicle in park. When a second officer arrived, Lamb continued driving away while police pursued.
During the pursuit, Lamb drove through additional stop signs and traffic signals. A third Greenfield officer deployed spike strips in an attempt to stop his vehicle. The pursuit continued until Lamb collided with another vehicle at South 27th Street and West Becher Street. His airbags deployed in the collision.
The original police description of what happened after the crash was significantly incomplete. Greenfield police initially said Lamb exited his vehicle and began firing at officers. Body-camera and squad-camera recordings released approximately five weeks later showed a more detailed sequence. After the crash, officers approached Lamb's vehicle with guns drawn and repeatedly ordered him to show his hands. According to Police Chief Jay Johnson, officers gave that command 18 times. A civilian then walked into the immediate area, briefly diverting the officers' attention.
The video subsequently shows Lamb firing multiple rounds through the windshield at a Greenfield officer who had approached the front of the vehicle. The officer was struck multiple times and fell or moved away from the immediate line of fire. Lamb then got out of the crashed vehicle and continued firing while moving away. Video released by police shows Lamb passing extremely close to the wounded officer and firing again. Two other Greenfield officers returned fire, striking Lamb. Lamb collapsed nearby and was pronounced dead at the scene.
The wounded Greenfield officer, then 36, suffered gunshot wounds that included injuries to his leg, chest and finger. He underwent multiple surgeries at Froedtert Hospital. By the time Greenfield police released the video on 09/30/2021, he had been discharged from the hospital and was recovering at home.
There was nevertheless an important dispute between Lamb's family and police during the period before the recordings were released. Lamb's mother, Tanisha Lamb, questioned the initial police narrative and demanded access to the body-camera and squad-camera recordings. She told reporters she had seen civilian cellphone footage that caused her to question who fired first. Lamb's girlfriend, Shanairra Rodgers, said she had been speaking with him over FaceTime during the crash and recalled hearing Lamb yelling that his hands were visible or raised immediately before hearing gunfire.
The subsequent police video provided considerably stronger evidence concerning the actual gunfire than was publicly available when Lamb's family raised those questions. Multiple body-camera and squad-camera perspectives show Lamb firing through his windshield at the approaching officer. The recordings therefore independently document significant portions of the exchange rather than leaving the sequence dependent solely upon officers' written accounts. However, Greenfield police released an approximately five-minute edited compilation, not the complete unedited recordings, while the independent investigation remained underway.
The Milwaukee Area Investigative Team investigated the killing, with the Milwaukee Police Department serving as lead agency because Greenfield officers were involved. Greenfield turned its body-camera and squad-camera evidence over to Milwaukee investigators.
Lamb was a father of two children and was expecting a third child at the time of his death. His mother described him as charismatic and sociable and said he encouraged other people to do their best. His family became publicly involved immediately after his death, pressing for release of the recordings rather than accepting the initial police account without seeing the evidence themselves.
