OPEN RECORDS SUMMARY :

On 02/28/2025, deputies from the Dorchester County Sheriff’s Office responded to the Waverly Place apartments in unincorporated Dorchester County to assist with executing a mental health detention order on 35-year-old Robert S. Rose. During the initial contact, Rose struck a deputy with a hatchet, injuring the deputy’s hand. Officers called for additional units, and North Charleston Police Department SWAT responded. A standoff ensued for several hours as Rose remained inside the residence. Later in the incident, Rose exited the apartment armed with two hatchets. Officers issued repeated commands to drop the weapons. When Rose did not comply and approached with the hatchets, officers discharged their weapons and struck him. Officers provided medical aid and transported Rose to Trident Medical Center, where he was pronounced dead at 4:24 p.m. The injured deputy received treatment for non-life-threatening injuries and was released from the hospital. The South Carolina Law Enforcement Division (SLED) is investigating the officer-involved shooting; family members and civil rights advocates have publicly raised concerns about the handling of the mental health situation and use of force.
