On January 16, 2023, 34-year-old Randy Glenn Jr., a Black male from Milwaukee, was arrested by the City of Waukesha Police Department on an outstanding warrant issued by the Wisconsin Department of Corrections following a traffic stop. He was subsequently transported to the Waukesha County Jail around 4:30 PM. Approximately 14 hours later, on January 17, Glenn was found unresponsive in his cell during a routine check at around 6:00 AM. Despite life-saving efforts by corrections staff and paramedics from the Waukesha Fire Department, he was pronounced dead at the scene. An autopsy revealed that Glenn had ingested plastic bags containing cocaine and fentanyl, leading to a fatal overdose. Investigations indicated that during intake, a guard heard choking or gagging sounds and believed Glenn was trying to ingest something. Nurse Deborah Link inspected a baggie that fell from Glenn's mouth; Glenn denied swallowing anything and stated he was fine. Later that night, Glenn was observed sweating heavily. Lt. Johanna Grace found two plastic bags on the floor during Glenn’s strip-search and was notified of medical concerns but did not document it in her end-of-shift log. Both Link and Grace were charged with "abuse of residents of penal facilities." On March 6, 2025, a jury found Link not guilty. Grace's trial is expected to start in May 2025.
