Corin Mitchell Skinner, 33, was reported walking in the street with a knife, threatening to harm himself and stating he wanted police to shoot him. Officers responded to Delaware Street near State Street in Saginaw. Police allege he advanced toward them with the knife. Officers fired tasers, which were ineffective. Officers then opened fire and killed him.
