A man called 911 to report a man trying to break into different homes in his neighborhood. The man had entered a residence, found a hatchet, and emerged with it. When Richmond PD arrived, they saw Charles Byers walking down the street with a hatchet, yelled commends, tasered him and finally shot him to death.
