OPEN RECORDS SUMMARY :

On April 23, 2025, at approximately 10:30 a.m., Baltimore County police officers responded to reports of a man armed with a bow and arrow in the 5100 block of Leeds Avenue in Arbutus. The man, identified as Arvel Jones Sr., was reportedly wearing a black ski mask and shooting arrows at passing vehicles. Upon arrival, both uniformed and plainclothes officers encountered Jones. During the interaction, one officer opened fire, striking Jones. Officers administered life-saving measures until emergency medical services arrived. Jones was transported to a local hospital, where he was pronounced dead. A bow and several arrows were recovered at the scene. No officers or civilians were injured during the incident. The Maryland Attorney General's Independent Investigations Division is conducting an investigation into the shooting.
