OPEN RECORDS SUMMARY :
On April 7, 2025, 27-year-old Colombian national Brayan Rayo-Garzon was found unresponsive in his cell at Phelps County Jail in Rolla, Missouri. He was transported to Phelps Health Hospital and subsequently airlifted to Mercy Hospital South in St. Louis, where he was declared brain dead on April 8. The Phelps County Coroner confirmed his death as a suicide. Rayo-Garzon had been in ICE custody since March 25, following an arrest for credit card fraud in St. Louis.
