On February 4, 2021, 30-year-old Jenoah Donald was pulled over by Clark County sheriff's deputies in Hazel Dell, Washington, for a defective taillight. During the stop, deputies attempted to remove Donald from his vehicle, leading to a physical altercation. Deputy Sean Boyle fired two shots, striking Donald once in the head. Donald was unarmed and died on February 12, 2021, after being on life support for over a week.
An external prosecutorial review concluded that the deputies acted in good faith and declined to file criminal charges. In February 2022, Donald's family filed a federal wrongful death lawsuit against Clark County, alleging excessive force and civil rights violations. On May 14, 2025, the Clark County Council approved a $3.5 million settlement to resolve the lawsuit. The county denied liability but stated the settlement would provide closure. Donald’s family expressed that no amount of money could replace their loss but hoped the case would lead to better training and accountability.
