OPEN RECORDS SUMMARY :
On 02/18/2025, Kimberly Phillips, a 56-year-old Black woman, died while in custody at the Tarrant County Jail in Fort Worth, Texas. She had been arrested on 01/24/2025 by Grand Prairie police on outstanding felony warrants and was transferred to the jail the following day. Phillips was placed in medical housing under 24-hour observation and care. According to her family's attorney, Phillips, a known vegetarian, was allegedly not provided appropriate food for several days, leading to severe health deterioration. She was transported to John Peter Smith Hospital on 02/15/2025 and died three days later. The Tarrant County Medical Examiner ruled her death as resulting from complications of dehydration and malnutrition. Her family has filed a lawsuit seeking access to her medical records, alleging neglect and systemic failure within the jail system.
